Why does the Church care about mining?

Alistair Dutton: Caritas and the wider Catholic Church are engaged with the issue of mineral exploitation because mining today represents far more than an economic activity. Around the world, the mining operations that do not comply with environmental and labour and human rights standards have brought displacement, pollution, and violence to some of the poorest communities. Entire ecosystems are being destroyed, and people’s livelihoods and cultural roots are vanishing with them.

For the Church, this is not merely an environmental or social problem, but a deeply spiritual crisis. The exploitation of creation reflects a broken relationship between humanity and the Creation, and between human beings themselves. Caritas sees in these wounds the very “cry of the poor and the cry of the Earth” spoken of by Pope Francis in Laudato Si’, and echoed powerfully by Pope Leo XIV.

Alistair Dutton: Although this new Framework for Action was not formally presented or promulgated by Pope Leo XIV, the document resonates strongly with the Holy Father’s early interventions, in which he has urged the Church to move beyond denunciation towards pastoral and structural responses that safeguard both people and planet.

A message for the entire Church

Alistair Dutton: The Framework for Action is addressed to bishops and episcopal conferences, to diocesan Caritas agencies and social pastoral offices, to religious congregations, Catholic universities, and lay movements.

But its true audience is broader still: it speaks to all those in the Church who wish to accompany communities suffering the consequences of bad mining and who are seeking practical ways to bring the Church’s social teaching to life. It is also a useful tool for advocating for proper and respectful mining with decision makers and mining companies themselves. 

Besides, we see this document not as a finished product, but as a living instrument for discernment. It encourages each local Church to interpret its principles within its own context, creating local action plans, resource teams, and partnerships with universities and civil society. 

Some dioceses have already begun this journey. In Colombia, for example, several diocesan Caritas offices have formed environmental ministries that monitor mining projects and offer legal and pastoral accompaniment to affected families. In the Philippines, the bishops’ Eco-Convergence network has built strong collaboration between Church institutions, academics, and indigenous communities to promote sustainable alternatives to destructive extraction.

The “See-Judge-Act” method in action

Alistair Dutton: To see means to be close to the people. To listen, to gather facts, to understand the reality of mining’s impact through the eyes of those who live it daily. To judge is to discern these realities in the light of the Gospel and Catholic social teaching, asking for the Spirit’s assistance — through principles such as human dignity, solidarity, the universal destination of goods, and the need of conversion and reconciliation of all involved in the process, which is extremely challenging. To act is to respond with concrete initiatives that restore justice and promote integral human development.

This process is visible in local experiences across the world. In the Diocese of Butuan in the Philippines, for example, pastoral teams live among families affected by open-pit mining, helping them document environmental damage and engage in non-violent advocacy. In the Democratic Republic of Congo, Caritas teams have trained local leaders to conduct independent environmental assessments and to bring their findings before regional authorities and Church forums.

Promoting human dignity

Alistair Dutton: The power imbalance between multinational corporations and local communities is immense, and it is one of the main causes of injustice in the mining sector. Caritas does not seek to match corporate power, but to transform the relationship through solidarity, information, and moral authority, doing our best to allow affected people to be heard by political authorities and the mining companies themselves.

The Church’s influence lies not in wealth, but in its capacity to accompany, to convene, and to speak the truth.

And when it comes to speak the truth, a fundamental principle of the Catholic Social Teaching is the need to respect human dignity of all, which entails doing all possible efforts to achieve the common good for all, avoiding to follow the logic of, “It’s worth sacrificing the wellbeing of the few for the benefit of the many.”

That is why Caritas strengthens communities by building alliances — linking local voices to national and international networks. We support education in legal rights, environmental monitoring, and communication skills, helping communities to advocate for themselves with knowledge and confidence. The Church also uses its global network to connect local testimonies with international advocacy, ensuring that abuses do not remain hidden.

This kind of advocacy work is an exercise of moral responsibility. The Church does not impose solutions; it amplifies the voice of the poor and defends their right to participate fully in decisions that affect their lives, doing its best to establish bridges between the parties involved.

Ensuring true consent

Alistair Dutton: The right to free, prior and informed consent (FPIC) is at the heart of this work. The document insists that consent must be genuine — not a formality achieved through pressure or misinformation. Communities must have access to clear, independent, and understandable information; they must be free to deliberate according to their traditions and values; and their decisions must be respected, even when they choose to say no.

The Church can help make this real in several ways. Caritas often supports communities in translating technical impact assessments, provides access to legal counsel, and funds independent studies when company reports are biased or incomplete. Parishes can offer safe spaces for dialogue and discernment, where communities can speak without fear. And when defenders of the land are threatened or attacked, the Church gives them visibility and protection through its networks, raising the moral cost of intimidation and targeted violence.

Ultimately, ensuring true consent is part of defending human dignity. It is a way of affirming that people and ecosystems demand full and deep respect, and that they are not mere commodities to be traded for the maximization of shareholders’ profits.

“Ecological martyrdom”

Alistair Dutton: Whether to formalize a category of “ecological martyrdom” is a profound and urgent theological question; the publication raises the need of recognition, remembrance and concrete protection measures to save the lives of the new generation of environmental activists. But also, we need to work in the fight against impunity and corruption of different kinds and levels of authorities that many times act in connivance with private interests.
